What is best option to get travel health insurance for my mom coming from Indonesia.?

My mom is coming to California from Indonesia. She is planning to stay for a few months. Where would be best to get her travel health insurance. She is 76 y/o. Should she buy one from Indonesia or better to buy one once she is arriving in America? any suggestion what company is best if buy her insurance in the states?
